That's true. Nowadays, almost all politicians are lying scumbags, whether they're republican or democrat, conservative or liberal, etc. Did Bush do a perfect job? No. No president has or will. Is Obama doing (or will do) a perfect job? No. I just wish that they would stop doing sneaky underhanded things, such as the FCC's bid to control Broadband Internet or Obama's socialist ideas.

The federal government itself has restrictions on funding abortion(Hyde Amendment). The decision to use the federal dollars for them (and only in life endangering circmstances) were the states' decisions. He probably shouldn't have made a promise he couldn't keep, but it wasn't a total lie.
