It depends on the kid. When we were younger, my brother was a real terror. He'd run off in Disneyworld, toy stores, coat stores, NYC, you name it. He'd run away just for the hell of it. We had to put him on a leash for his own safety; one time he nearly got kidnapped and after that we pretty much had to. So don't judge the parents with kids on a leash, it's an embarrassing last resort.
