Why be in a relationship with somebody when they dont want to be a part of it?

It technically does in a way, both people have to agree the relationship is over or you end up with the psycho ex stalker, who believes a dysfunctional relationship is better than no relationship. And you are in a RELATION with them even if it's corrupted. After all being in a relationship takes both people saying or believing they are together, no papers involved except for marriage, so in a way both people have to agree to end it under the same intentions. :D
