If a trash truck flips over and everything falls out, would it be considered littering? amirite?

1) How in the hell did the truck manage to flip over?
2) Why worry about the rubbish when a fucking trash truck has just flipped over?
3) What if the truck wasn't carrying any trash to begin with?

if they picked it up afterwards then nope not littering just like if you drop a piece of trash and pick it up then it's not littering
