You can make a car that doesn't use electricity. It would run on steam power, and be quite dangerous, but they had them in the past.

I'm no expert, and correct me if I'm mistaken, but can't vehicles still function without electricity? I mean the first cars were made in the 1890's, and electricity's potential was just being realized. Internal combustion doesn't require electricity, so couldn't you drive a crude car that doesn't use any electricity?
