Unless it's mutual. My mom and I do this to each other. We found some humor in it though, saying things like "Want to go to Ruby's and ignore each other?" :)

My sister does this a lot. Each year, the birthday boy/girl in our family gets to choose what restaurant to eat out at, and it's sort of like a birthday present from our parents. It was my birthday and I chose to go out to this family restaurant that we could all enjoy (my two sisters, my brother, and my parents), then my sister sat there texting her boyfriend the whole time, and even excused herself to the bathroom for about half an hour to talk to him >.>
