Microwaves use electromagnetic waves to heat the water in the food you're trying to heat up. It would be impossible to completely freeze something and a fast speed unless you were to use a substance such as liquid nitrogen, which does not sound safe or cheap enough to be part of a common household.

Just be patient, make room in the freezer and put the bowl of melting ice cream in there for half hour/an hour. If you're really that bothered, it's what I do sometimes when I can't finish the bowl.
