Ampharos was the best electric Pokemon of that generation. Except for Raikou, which was like impossible to capture.

Raikou isn't even that good, although he is better than Ampharos. Still, Ampharos is easy to get and quite good as well.

I don't remember needing to catch the dogs to be able to catch both birds, but I played Gold when I was very young.

I know and that's why I caught it. I don't actually try to fill up my Pokedex, I just try to get fire, water, grass, rock, electric, and flying type Pokemon in my party so that I'll have at least one Pokemon to fight all pokemon types.

Actually, you don't need grass and rock types in your party. Fire, water, and flying are usually the best bets. Then I usually will take an ice or dragon type to fight off the pesky dragons like Clair or Lance. Then sometimes an electric and I finish it off with a good Pokemon of any type.
