Actually, within a few weeks of birth they start to develop the accent of whatever accent their parents have.

Exactly. Besides, babies can't talk in general. If I remember correctly, most kids learn to talk after they walk, so they would be toddlers instead of babies.

When I was a baby (not newborn, but still), and I was first learning to talk my daddy was stationed in Germany, and I actually began to pick up that accent instead of my parents' accents (which are southern). When we moved back to Georgia though, it waned and I got a southern accent. :P
