I read somewhere that the rule is "I before E, except after C and when sounded like A"...which explains words like weigh and neighbour. But it still doesn't cover everything.

This is how I learned it: I before E except after C or when sounding like 'ay' as in 'neighbor' or 'weigh'. And then, to supplement that rule: Either seize their weird foreign heights or forfeit your leisure.
