What kind of parent puts a little infant in a tree and why is this story of a dead baby being told to other little babies, Amirite?

Actually, it's about monarchy. 'baby In the tree top'= baby on top; the kings baby. Medevial kings often had other secret wives, so 'when the wind blows'= when news spreads that it's not the queens child. 'When the bough breaks, down will come baby, Cradle and all'= the monarchy will fall. Wierd nursery ryhme still though..

Most nursery ryhmes have other meanings. like 'Ring Around The Rosie' is actually about the Black Plague :S :P

I heard this is about when settlers first came to the US, and didn't have cradles or what-not, they wrapped their babies in blankets and hung them from tree branches. Therefor the wind blows, and baby falls. And hopefully the mothers would get to them before dust storms or mass herds of grasshoppers.
