Not true. In one country that starts with a U (I can't remember what it was), smiling at someone is very provacitive, and people can get thrown in jail for smiling at someone out of turn.

Laughing, yes. Happy, I'm not sure. But it was on True Life one time, when this girl moved from whatever country that was to the US, and was freaking out over everyone smiling at everyone else.
