Why are movies rated PG-13 and television is rated TV14? Not a huge difference, but it would make more sense if they were the same, amirite?

It allows television to broadcast movies that were rated R in theatres more easily since TV14 movies on television are usually just rated R movies with the worst stuff taken out.
