Overly obese still doesn't make sense. Being obese in the first place is being overly overweight... It just doesn't sound right.

Being overweight and being obese are two different things. Being overly obese means being over the point of obesity. Being overly overweight means you're obese.

Think of it this way. When someone says 'over exaggerating' it doesn't make sense because exaggerating alone mean to over embellish. So overly obese is just redundant.
