It makes no sense that you can't round down anymore. What if you had to round the number 3.1? You would round it to four, which would make estimating a whole lot off mark.
And no offense, but you're going to use your 9 year old sister as a credible resource?

that's the way it SHOULD be, but i'm telling you, my sister is in the third grade, learning how to round, and i was going to help her with it when she told me that they don't round down anymore. i don't agree with it, but it's true, they've changed the rule.

Most of us (I guess not all) were taught in school that when you round, if it's smaller than five, you round down to the next whole number (Like 4.1 rounds to 4) and numbers 5 or larger round up (like 8.5 rounds to 9).
If you have 2.4+2.4=4.8, after rounding it, you have 2+2=5.
