I thought this song was a war vs. peace, and the influence big business and the government have. At the end is the final dystopia, and we (the listeners) are taken back to the beginning of hope (riding a bike with no handlebars).

I think the song says this: we can do all kinds of things. From simple, innocent things (riding a bike with no handlebars) to complex, destructive things (ending the planet in a holocaust).
