Because one is meant to be worn under your clothes while the other is actually made for the purpose of being seen. I see your point and I agree, but it's all about connotation (not exactly the right word to use here, but I hope you see my point).

Walking around in a bikini far from any tanning or swimming place is also weird. At or near such places, underwear tends to be made of cotton and is not meant to get wet , but a bikini is made of a material suitable for swimming in. For tanning, I think plain underwear is fine, but lace underwear is really far form a bikini.
