They do seem like a good idea in general. Kind of like the drunk text app, but even more useful. I don't know if I would support mandating this for everyone (most likely not), but it would certainly prevent a lot of situations in which a person drives intoxicated, often denying intoxication and exhibiting poor judgement, and getting into accidents with fatalities.
