Actually, for me, my mouth is working faster than my mind. So I "stutter" because I'm thinking of what to say.

It's both in most cases. But nervousness more than weakness

Sometimes it's a genuine speech impediment that has nothing to do with weakness or hyperintelligence. I do stutter sometimes for the exact reason posted, though... my thoughts are moving way too fast for my mouth. Sometimes I skip words, or combine the beginning of one with the end of another in my haste.
