That's because they usually are. I'm pretty sure there IS difference between a hotel and a motel.

A hotel is all indoors: to get from one room to another, you do need leave the interior. In a motel, the rooms leave straight to outside, and not a hallway.

motels are motor-hotels meaning you can usually drive up to your room
