Not really. Deactivate is typically more temporary.

it's because of the whole "terms and agreements" thing... When you deactivate (or delete) your information and pictures aren't being deleted, because of the line in agreements that says that as soon as it is put online it becomes their property and you can't delete it....

You can do both, deactivate basically freezes it and puts it on hold whereas delete gets rid of it forever.
