Here's the legitimate reason why, at least for apartment buildings and hotels, etc: even if this superstition is stupid, many people believe in it, and if not a lot of people are going to stay on the floor labeled 13, labeling it 13 will get rid of a lot of profit. Yes, the superstition is stupid, but it's not worthwile to try and convince everyone.

My sister learned how to count by the elevator numbers. We then realized a mistake when the kindergarten teacher called and said she was saying "1 2 3 4 5 6 7 8 9 10 11 12 14 15 16 17 DING!!!" True story.

A lot of hotels and whatnot have a 13th floor, but they use it for storage and stuff.
