Pipes full of water. Aparently, if you like, shot one with some big gun that made LARGE holes water wood flood out. This said from my older brother.

They are filled with gallons of water. The purpose of Water Towers is for in case the city loses power, there are pipes that can bring people water. It lasts about a day or so.
