In a sense... this could be right. Sometimes people do act angry because they're scared of something. But, at times people could be angry just because they're in a bad mood or someone did something to hurt their feelings.

Anger is an emotion. Someone can piss me off, and there is nothing that I'm "afraid of" in that situation, yet I am still angry. Anger CAN be caused by fear, likely as a defence-mechanism, but fear does not need to be present in order to experience anger.
