It's inconvenient to carry a bag everywhere, so men wear cargo pants to put more stuff into the pockets. Women don't like that we don't need handbags to carry stuff around, so cargo pants are considered informal and only women get to have their stuff with them at formal events, but they have to cary bags everywhere else. It's an effort at gender equality.
