Because he's not stealing a burger, but the recipe. It's actually different in nearly every episode: either he wants the burger to find out how to put the ingredients together, or he wants the paper with the recipe written upon it, or he wants the special secret sauce recipe and knows the rest - there's no real story behind it, just random crap tied with stealing a recipe.

Yes, but he has that one recipe-analyzing machine. If he doesn't use that, then he could always use qualitative and quantitative analysis to find out which ions are in the burger.
