It's not encouraging low confidence. It's encouraging you not to be a douche. Plus cocky is bad within itself, overly cocky people get on EVERYONES nerves. Plus you can't really frown on people with insecurities--- that makes it worse.

they are encouraging them not to be over zealous about themselves, and why would they frown upon people with insecurities? they already have a low confidence, so maybe anonymous is a big cocky douche!!!

There's a BIG difference between being cocky and confident. The cocky douches at my school walk around with their noses in the air, and if they talk to someone "below" them it's like they're doing that person a huge favor. A confident person is sure of themselves no matter what the situation and doesn't need to show the whole world their confidence.
