It's cause usually the spicy is oil, and water cant wash it out.

I always thought it was because water only diluted the acid, while the base in the milk canceled out the acidity of the capsaicin in spicy foods...

capsaicin is an alkaline. you are supposed to drink alcohol or something with high acidity to neutralize it. water doesn't help because capsaicin is an oil so the water only spreads it around, increasing the pain. Dairy products help because they are high in soluble fats. Yogurt is considered one of the best equalizers of capsaicin because it has a higher acidity and higher fat. Many Indian cultures serve yogurt mixed with cucumbers or dill with spicier foods to counteract the burn of capsaicin.

You're right about the Indian cultures serving yogurt and all. Basically, people, the idea is to counteract the pH of the chemical in spicy foods. Dairy products work best.
