Maybe they're not oblivious. Maybe they're just not interested, but they don't want to hurt your feelings by telling you that, so they just aren't responding to the flirting so as not to encourage the behavior.

dude my current boyfriend is like that. after two years of flirting, one day i had to just outright tell him and hes like, really i though you were just super friendly. haha. and we have been together since the day i told him.
