No, it's not just "backwards in Soviet Russia", the joke was made by a soviet guy Yakov Smirnoff about the socialist Russia as compared to the USA capitalism. Like "in USA you always find a party, and in USSR the Party finds YOU". As in the Communist party. You know. What the hell does cheese have to do with anything? It's not just an idiotic random joke, it has meaning.
