"I couldn't care less." means "I care as little as possible." or, basically, "I don't care." Because you can't care any less than you already do. "I could care less." means "I care." Because if it's possible for you to care less, then obviously you must care, at least a little bit.

The correct saying is "I couldn't care less" but somewhere long the way it got misconstrued into "I could care less" to mean "I don't care at all" which makes no sense because when you say " I could care less" you imply there is room for less carring and therefore, you care a little.
