No - any woman who has has unprotected sex within 2-3 weeks after a menstral cycle and have early symptoms may be pregnant. Everyone else has a working uterus. There is a difference.

Women can't get pregnant if they don't have sex within that time period so no that does not apply to all women unless you count the possibility of rape and that still doesn't happen to all women.
