by Anonymous 13 years ago

No one "decides." It's every four years.

oh my bad...who decided though

when the gregorian calender was introduced they made it that way to keep up with Earth's orbit. so whoever invented that calender.

The Earth's orbit decided. Instead of 365 days a year, we actually have 365 and a quarter days. So, every four years, it's a full day, added on at the end of February.

*364 and a quarter, isn't it?

by Anonymous 13 years ago

No, it's 365 1/4, so we have 3/4 years that are 365 days, and 1/4 years that are 366 days.

Oh. Well that's what I was told. Someone lied to me then.
