Well yes, because it grammically incorrect. You say 'a' when the following word begins with a consonant, and 'an' when it begins with a vowel. So Since University begins with a vowel, you should say a, not an.

It's not an exception to the rule. You say "an" before a word that starts with a vowel sound, not just any word starting with a vowel. University does not start with a vowel SOUND, so it is grammatically correct to say "a university."

Yea. You're supposed to go by the sound. The same thing kind of applies to the word hour. You don't say a hour. You say an hour because even though it starts with a consanant, it SOUNDS like a vowel. University starts with a U but sounds like a Y so therefore you say a university.

When there's a long vowel sound, you say "a". If it's a short vowel sound, you say "an".
