Depends on the subject. English and History is mostly memorization. Stuff like science and math is not. Sure you have to memorize, but you also have to fully understand.

Inductive thinking and abstract thinking is important too, but not too much. This creates an imbalance and can set off school education. America's focus on abstract thinking (especially in English) tends to push away the math and science part, which is why countries like China and India are surpassing the USA.
