Well it probably has something to do with the fact that girls can manipulate their appearance a lot more. I mean, we can wear makeup, straighten our hair, etc. Guys sort of have to go with what they have

Maybe it's because evolutionarily and historically, females were chosen as mates based on looks and males were chosen based on personality and social standing. Therefore females have become more and more attractive over the generations due to selective pressures while males have remained more or less the same. Or maybe it's just because girls put a lot more effort into it than guys. Take your pick.

Personally, I think that cute is at least 50% personality anyways. There are plenty of guys who don't really look "cute" but after you get to know them, you start thinking of them that way without even realizing it. (And on the flip side, there are jerks who strike you as cute and lose the label as soon as they open their mouths.)
