I mean, what does the fire department think? "Oh no, there is a huge fire going on! Best if I walk out very slowly, because that is much more safer than... well, HAULING ASS OUT OF THERE!!

Well, only if the fire was giant and about to consume me at any second, which is highly unlikely. I've experienced real fires at my school, and usually they're just microwave fires or something, and everyone still exits single file.

As long as you don't see the fire, people usually remain calm. At least, in my experience. If the room was on fire, however....

actually, there was a fire at my school and we walked out in single file (which was surprising, because we had never had a fire drill). we werent forced to stay quiet, though
