It kind of makes sense though. Shampoo cleans your hair, and conditioner is like the finishing touch. It makes your hair silkier, less tangled and easier to manage, and is like the clear coat of nail polish that you put on top of the color to complete the look.

It's so the shampoo doesn't wash out the conditioner.

You use shampoo to get rid of the dirt and excess oils and whatnot, and it dries out your hair. How do you restore the moisture? Conditioner. Using shampoo 2nd would wash out the conditioner. It'd be counterproductive.
