Sure if you mean it in the way that many people are promiscuous these days and don't take kissing that seriously, but will only hold hands with someone they truly like. But if you meant it in any other way, then no not really.

I think kissing is done more because of lust and pleasure, but holding hands really represents caring for someone.

i wouldnt say its a 'bigger deal' it just shows more unity then kissing does. everyone goes out and kisses randoms at parties or wateveer, but only a few are committed and have a true relationship -im rerffering to teenage years- to feel comfortable and show their inside unity through becoming one through their hands.. if that makes sense? ahahah im such a guru lol
