If you follow that logic, the punishment for everything is going to go up. Theoretically, you could cause a massive pile-up by Jaywalking in a busy street.

I think the punishment is severe enough, it's just the lure of the alcohol is too much for people. They won't care if they have to pay a million dollars per DUI, they'll still do it.
