The whole quote is something like ... "If you love something, set it free. If it comes back to you, it's yours. If it doesn't, it never was." If I remember correctly. So, yes, that is basically what it's implying.

It's probably best not to live your life according to quotes. There are plenty of instances where an abusive ex would be more than happy to come back. Nothing against ex's in general but there's usually a reason for the breakup in the first place and in most cases it was because the ex was [insert negative connotation]. That's why getting back together with an ex is seen as a bad thing.
