It's underground, it'll be one of the first things to get flooded.

Yep, but it's just crazy because cities on the east usually aren't hit. Storms usually hit the South and then die down or change their course.

Nah, it's just so people can't get to the critical areas, which also help evacuate lower Long Island by setting a deadline. The city is about making money, if something goes wrong and people die, and businesses are ruined, what's going to happen after the storm? It's just a precaution.
