In 3rd grade I went through this phase where I used to make it with milk late at night if I really wanted to stay home from school the next day. The only way my mom believes you're sick is if she actually sees you throwing up and once I put that together with how I felt after drinking milk, I felt so smart.

I put the cocoa & sugar in, then fill roughly a quarter of the cup with boiling water and the rest with warm milk.

It could have something to do with that I have never seen a chocolate powder that tells you water is fine. All the ons i've ever tried taste like mud (and i have tried mud) if i use water.

Cadbury makes a hot chocolate powder that comes in one serving packets and you just mix it with water, it's so good and still tastes creamy. But I've only had it in England while on holiday, so I don't know if they sell it anywhere else.

I put milk in my cocoa, but water in my oatmeal. I don't like how milk makes the oatmeal taste, but to each their own.
