Its a basic form of advertising. It displays a piece of information consumers may need (time and temp), which in turn directs attention to the building and the bank name. It can actually be very effective.

Okay, does the "tss" refer to a crash cymbal or an open hi-hat? Does the dum refer to a tom being hit? It is generally shown in popular media as being played with two hits of the snare drum. I have been watching the Big Bang Theory too much today.

I don't know if banks still do this, but I remember when I was little, my sister would call the bank to check the time and temperature.
