I'm Native American and Syrian, and yet my skin absolutely refuses to tan. I just burn and burn all year round.

Well duh. Hair color has nothing to do with the likelihood of you getting a sunburn. I have dark brown hair and I burn super easily. Skin color determines how easy it is to get sunburned.
