Private schools cost that much. Most public and state schools only cost a couple grand a year [which /is/ an only compared to most schools]
It does get pricey when you get dorms involved, though.
My sister's going to a state school with a scholarship so it's costing us about $4,000 a year, but with dorms, it's $16,000.
