You can now. IT was implemented last year. But that might only be Canada.

If you call 911 and don't say anything, they can still trace the call, and they'll send someone to your home anyway.

Where I live, now they only send someone to your house if it's life threatening. And if it's during the right hours.

Really? That's kind of terrible, because they're really not supposed to do that. Protocol states that they send someone to the house immediately if they get a call and no one actually talks.

They also don't have enough money to pay for people to watch the jail, so they let most of the people out. Since then like 4 houses really close to mine have been robbed

A call is a lot more convenient, and they can trace it. Being able to text 911 would also lead to a whole lot more people pranking them.
