Kirk<Picard<Sisko. Because:
Kirk can't keep a shirt in one piece or his piece in his pants, treats the prime directive as a friendly suggestion, and tends to rush into danger with his eyes closed. 3/10
Picard is quite a few steps up; rather than engaging in semi-regular fisticuffs, he uses rational thinking and logic to solve his problems and always learns from his mistakes. The few girls he romances he does have genuine feelings for, and their eventual breakup is never due to the fact that it's time for him to leave their planet. However, he also chooses at times to circumvent the prime directive. 7/10
Sisko is a single parent who is given a decrepit space station in an unstable region of space. Under his leadership it soon becomes a thriving center of commerce and survives numerous turf wars and political scandals. Not only does he hold true to Star Fleet's core values, he becomes a major religious figure and then does not abuse the power. Also, his love interest later becomes his wife. He is an honorable man and an excellent cook. 10/10
Janeway receives an honorary 9/10 for keeping her ship in one piece, although I really don't like her as a person.
