well DUH! that much is obvious. But the fear remains that one state retains some while others are disposing of them - it's the classic three-way shoot out situation. I believe the best we can do right now is to actively reduce the stockpiles as much as possible. But it's gonna be a slow slow slow process. It might actually take a nuclear strike to get the others to realize the importance of ridding the world of them. My money would've always been on India/Pakistan --- but since i learned that Thatcher was seriously considering nuking Buenos Aires in 1982 over the Falklands...it really could happen anywhere.
