Okay, I'd say since there are a good amount of deaths, it is a little too soon, but compared to other tragedies, it'd be okay to make jokes about this event earlier than other events in the past where more people were killed. I think that's how it goes anyway.

Yeah. People have been making 9/11 jokes for years. And Sandy has only 1/30th of its death toll.

It also depends on the person making the joke. Some people do it just to be mean and others use humor to help themselves cope with tragedies.
